City Council OKs downtown golf, streetcar planning

Here are highlights from Friday's City Council meeting:

Bridge Security: The City Council unanimously approved executing a lease agreement with mobile office and modular building company ModSpace for a triple-wide, pre-constructed trailer/home office space for police use during the construction of the new Interstate 35W bridge. Bridge construction began Nov. 1.

Domestic violence report: The Council unanimously approved the adoption of a pledge to reduce domestic violence. As part of the pledge, city staff were instructed to work with advocacy groups and report annually to the Council. Staff were also directed to report back to the Public Safety and Regulatory Services Committee Nov. 28 with specific measures and goals for the pledge as well as possible financial and budget implications.

Internal Affairs Audit: The Council voted unanimously in favor of the Police Executive Research Forum (PERF) to conduct an audit of how the Minneapolis Police Department handles its internal affairs investigations. The council instructed PERF to provide the Public Safety and Regulatory Services Committee with an in-person report of its findings.

Jail Fees: The Council unanimously approved requesting the Audit Committee of Board of Estimate and Taxation to update its 1993 internal audit report reviewing Hennepin County Jail and Workhouse billing procedures and controls as they relate to Minneapolis. The Minneapolis Police Department has said jail fees contributed to recent budget overages.

Assessments: The Council approved a resolution adopting and levying $33,911.95 in special assessments for a 50th Street and France Avenue parking facility and $63,245.47 for a Lyndale Avenue and Lake Street Parking facility.

The Coucnil also approved receiving a cost estimate of nearly $9 million for the Lowry Avenue North reconstruction project, along with a list of benefited properties. The city engineer was directed to prepare proposed assessments for the Lowry project and the Council set a public hearing about the construction for Dec. 11.
A resolution to adopt and levy special assessments totaling more than $1 million for Nicollet Mall improvement, maintenance and operation was also approved.

Access Minneapolis: The council unanimously approved a resolution directing staff to prepare street design guidelines to accommodate the possibility of streetcars along reconstructed or rehabilitated streets.

Downtown Golf: The Council passed a resolution recommending the Minnesota Department of Transportation consider Downtown Golf Partners’ application for an indoor golf facility atop the 7th Street TAD parking garage.

Non-discrimination act: The Council approved an amendment to the city’s Fiscal Year 2008 Federal Legislative Agenda incorporating an inclusive employee non-discrimination act that includes gender identity protection.   

Absent: Council Member Ralph Remington (10th Ward) was absent.
