Election Update: Bourn wins in runoff

Southwest has its first election victor from a ranked-choice voting runoff: Brad Bourn. Bourn is expected to be officially named the District 6 commissioner on the Minneapolis Park and Recreation Board, succeeding two-term district commissioner Bob Fine. (Fine, meanwhile, looks poised to win an at-large seat.) Bourn needed two rounds of counting to win. In the first round, he received just under the 50 percent threshold necessary to claim victory, with 4,023 of 8,354 votes, or about 48 percent. Meg Forney was second with about 36 percent of first-round votes. In the second round, after lowest vote-getters Steve Jecha and Geneva Hanvik were eliminated, Forney ended up with the most second-choice votes. But Bourn needed fewer to win, and he ended up with 51.5 percent of total votes, giving him the win. Bourn will join fellow Park Board newcomer Anita Tabb, who is set to succeed Tracy Nordstrom in District 4. Tabb, who ran unopposed, received 5,012 of 5,143 first-round votes, or 97.45 percent. Other confirmed Park Board winners are newcomer Liz Wielinski (District 1) and Jon Olson (District 2). For the City Council, winners for all wards but the ninth are known — and there are no upsets. That means:
– Incumbent City Council Member Robert Lilligren (6th Ward) won in the first round by receiving 1,020 of 1,930 votes, or 52.3 percent. Lilligren was followed by Mike Tupper, who received 292 votes, and Laura Jean, who received 231 votes. – Incumbent Council Member Lisa Goodman (7th Ward), who had the largest incumbent cash flow of anybody besides Mayor R.T. Rybak, won with 2,997 of 4,392 first-round votes, or 68.2 percent. Michael Katch came in second with 1,042 votes and Jeff Wagner third with 321 votes. - Incumbent Council Member Elizabeth Glidden will return for a second term after receiving 2,291 of 3,096 first-round votes, or 74 percent. Challenger Jeanine Estimé came in second with 470 votes and David Regan was third with 174 votes. – Newcomer Meg Tuthill will be the 10th Ward council member, as incumbent Ralph Remington is stepping down. Tuthill received 2,405 of 3,329 first-round votes. Kim Vlaisavljevich received the second-most votes (339), followed by Matt Dowgwillo (292). – Newcomer John Quincy will succeed outgoing Council Member Scott Benson in the 11th Ward. Quincy received 2,551 of 4,010 first-round votes, or 63.6 percent. In second was Gregg Iverson, with 734 votes, and David Alvarado came in third with 704 votes.
– Incumbent City Council Member Betsy Hodges (13th Ward) won with 4,141 of 5,981 first-round votes, or 69.2 percent. She handily beat challengers Kris Broberg (1,578 votes) and Joseph Henry (256 votes).
In non-Southwest wards, newcomer Kevin Reich (1st Ward) and incumbent council members Cam Gordon (2nd Ward), Diane Hofstede (3rd Ward), Barb Johnson (4th Ward), Don Samuels (5th Ward) and Sandy Colvin Roy (12th Ward) also were confirmed to have won new terms. One more ward's ballots remain to be counted: Ward 9. Once that's done, citywide races such as the mayor's will begin to be counted. Until all counting is complete and the results can be certified, winners remain unofficial.

Community divided on dog park proposal

Emotions soared at a racially split meeting about whether to build an off-leash area for dogs at Martin Luther King Park in Kingfield.
KINGFIELD — A tense, culturally divisive meeting about whether to add an off-leash area for dogs at Martin Luther King Park has prompted the Minneapolis Park and Recreation Board to step back and take a fresh look at alternative options for a dog park in Southwest.
More than 100 people attended the Park Board-hosted meeting Sept. 2 at King Park and dozens lined up at a microphone to offer their thoughts on the issue to the group, which included City Council Member Elizabeth Glidden (8th Ward), Park Board staff and several commissioners. With a handful of exceptions, the speakers were racially split on whether to add the dog park.
Supporters, almost all of them white, wanted the added amenity to socialize and exercise their pets, build community and reduce crime. Opponents, nearly all of them black, viewed Martin Luther King Park as sacred ground, a memorial to a great civil rights leader and a family park that is no place for dogs, which during King’s time were commonly used to attack civil rights marchers.

Park Board talks docksDuring a lively discussion following the regular Minneapolis Park and Recreation Board meeting Aug. 18, the board’s recreation committee discussed the possibility of reintroducing swim docks and relaxing beach rules. Staff gave a presentation about current beach rules, lifeguard duties and dock options, which included a comparison to neighboring cities. The district’s efforts to reduce energy consumption and increase recycling rates are a good cause for a collective pat on the back that also generate much-needed cost savings. Park Board looks to make $50,000 from donated artwork

A statue set donated in 1955 for placement in the Rose Garden has been in storage ever sinceFive little-known sculptures tucked away since a family donated them to the Minneapolis Park and Recreation Board more than a half-century ago might soon see the light of day. The cash-strapped board has been looking into a variety of new ways, large and small, to boost its revenue and earlier this summer discussed the possibility of selling the Greek-themed marble artwork set for $50,000. The income would be put toward maintaining the park’s existing artwork. Iron-ore entrepreneur Russell M. Go-To cards go to high school studentsMinneapolis Public Schools purchased 1,280 Go-To Card transit passes to distribute to high school students who lost district-provided transportation this fall, Metro Transit spokesman Bob Gibbons said in August. “Our enemy is the single-occupant car, and we appreciate the opportunity to capture these young people when they’re in high school because then we have the potential of having them be lifelong riders,” Gibbons said. Architect suggested for new Walker Library

County commissioners will vote this month on a selection committee’s top pickDesign work for a new Walker Library on the existing Uptown site will begin in earnest this fall following the Hennepin County Board of Commissioners’ approval of an architect for the project. The county’s Designer Selection Committee recommended a firm earlier this summer after reviewing 21 proposals. The name won’t be released until Sept. 14, when a board committee reviews the suggestion. The full county board is scheduled to vote on the matter Sept. 21. Kingfield youth working on event to unite community

KINGFIELD — A diverse group of Kingfield neighborhood youth is breaking barriers and battling bigotry with a program to unite the community.
